Using City records fetched July 12, 2026, the 1,200 block of Vine Street in Washington Square West and Chinatown leads the zoning and building-appeal board with 79 appeals. The 3,400 block of Midvale Avenue in East Falls and the 3,400 block of West Penn Street in East Falls follow with 31 appeals and 31 appeals, respectively. East Falls accounts for two of the five spots. An appeal count does not show who prevailed or whether proposed work was authorized.
