The 9,300 block of Neil Road in Bustleton follows at 59 percent above assessment, and the 3,600 block of Conshohocken Avenue in Wynnefield and West Park at 50.3 percent above assessment. Bustleton accounts for two of the five spots. Renovation before resale can widen this gap, so the ranking is a screen, not an appraisal.
