Trade, minor-building, zoning, occupancy, operations, and sign records stay separate from core construction. They are not folded into a construction-boom claim. ZIP YoY is suppressed when the prior full-year core-construction count is below 8 parcels. The source crosses the legacy HANSEN and eCLIPSE systems.
