The public count is distinct OPA parcels with at least one qualifying permit record in an area, calendar year, and category. Amendments, reissues, and child trade records cannot make one parcel count twice in the same cell. Category counts are not additive because one parcel can have records in more than one category. Trade, minor-building, zoning, occupancy, operations, and sign records stay separate from core construction. They are not folded into a construction-boom claim.
