A qualifying issuance record has an issue date and a current normalized status other than Denied or Refused. Records currently marked Expired, Cancelled, Revoked, Withdrawn, or Abandoned remain in the historical issuance count; the metric does not describe active work. The public count is distinct OPA parcels with at least one qualifying permit record in an area, calendar year, and category. Amendments, reissues, and child trade records cannot make one parcel count twice in the same cell. Category counts are not additive because one parcel can have records in more than one category. Trade, minor-building, zoning, occupancy, operations, and sign records stay separate from core construction. They are not folded into a construction-boom claim. The latest calendar year is year to date through the source maximum and is never annualized. Full-year YoY is not calculated into or out of that partial year. ZIP YoY is suppressed when the prior full-year core-construction count is below 8 parcels. The source crosses the legacy HANSEN and eCLIPSE systems. A change in record granularity can move counts even when physical construction activity does not change. 859,563 of 925,970 qualifying permit records match a current OPA parcel. 859,376 (92.8%) also have a usable Philadelphia ZIP and can contribute to ZIP or block counts. 38,534 qualifying records lack an OPA ID, 27,873 have a nonblank ID that does not match the current parcel file, and 187 match a current parcel without a usable 191xx ZIP.
